Too many of our public servants here in Illinois are serving themselves. They use their offices to further political clout. Some take bribes while others make a living as property tax lawyers and get paid a portion of the money kept out of local government coffers. They use state resources to enrich their friends and families. When warned about conflicts of interest, some even reject those warnings and charge straight on.
I don’t have these ethical conflicts because I don’t abuse the trust I am given. I realize that being a public official means that I am to act in the public’s best interest at all times. The Secretary of State’s office regulates lobbyists and takes Statements of Economic Interests from lobbyists, candidates, state officials and others. The office has a website, www.reportitnow.org, to report unethical behavior to the Inspector General. As your Secretary of State, I will fully support and co-operate with any investigation the Inspector General performs. I will keep all reports of unethical behavior confidential and enforce a strict no retaliation policy in my office.
To that end, I want to provide the Secretary of State Police to the Inspector General’s office as an enforcement agency to aid in these investigations. Currently, they may assist but I want this cybercrime fighting agency to do more. They have the resources and knowhow to speed up investigations into shell companies, holding companies and other means of hiding financial assets from state government. Lets use this agency to keep corruption out of government before it has a chance to take root. As your Secretary of State, I will implement a random audit policy of the Statements of Economic Interest so that lobbyists and state officials know that we will be watching for conflicts of interest and assisting with any prosecution of violations.
I have zero tolerance for unethical behavior in state government.
